Blue Ash is a Chartered, home-rule community with a Council-Manager form of government. Blue Ash was first incorporated as a village in 1955 and later incorporated as a city in 1961. Citizens adopted Blue Ash’s first Charter in 1961.

The legislative body of Blue Ash consists of a seven-member Council elected on a partisan basis. Five of the seven Council representatives are elected by ward and two are elected “at large,” giving all electors of Blue Ash the opportunity to vote for three Council representatives. The Mayor and Vice Mayor are chosen by Council from among its membership. All seven members are elected for two-year terms, with Council terms expiring in odd-numbered years.

City Council appoints a Solicitor (legal official), a Clerk of Council, members of citizen boards and commissions, and the City Manager. With the Council-Manager form of government, the City Manager is responsible for the day-to-day management of all of Blue Ash’s municipal operations as well as appointing his/her administrative staff.
